Abstract: The first appointment of a Register of Copyrights in over 16 years provides an ideal opportunity to take a close look at the Copyright Office and determine whether it is effective in fulfilling its core duties, namely registering copyrighted works and serving as the government's copyright advisor. This paper concludes that the next Register must modernize both the operation of the copyright registry and its approach to policymaking.
