Abstract: A report of an investigation into the District of Columbia's City Council contracts and earmarks processes, which finds that Ward 8 Councilmember Marion Barry inappropriately secured city-funded contracts for Donna Watts-Brighthaupt and, in return, received a portion of the awarded contract funds. The investigation also examines a longstanding council practice of awarding earmarks, or noncompetitive grants, to various nonprofits favored by councilmembers, and reveals irregularities with the process by which several nonprofits have been funded and operated.
